The National Park Service, through Contracting Operations East, is soliciting proposals for a firm fixed-price contract to perform comprehensive renovation work at a residential structure within Stones River National Battlefield in Murfreesboro, Tennessee. The scope includes demolition and removal of deteriorated plumbing and HVAC components, mold remediation, installation of new PVC plumbing systems both interior and exterior, replacement of the entire HVAC duct system, and complete crawlspace encapsulation. All labor, materials, tools, equipment, and supervision are the contractor’s responsibility, with work expected to commence within 10 days of award and be completed within 90 days, adhering to a Monday through Friday schedule from 7 a.m. to 4 p.m. Performance must comply with all applicable federal, state, and local codes including ANSI A10.6, NFPA standards, and FAR clauses such as 52.236-5 and 52.246-13. The acquisition is a total small business set-aside under NAICS code 238220, requiring offerors to provide a registered UEI number and demonstrate relevant experience in similar construction and remediation projects. Proposals will be evaluated based on cost, technical approach, and relevant experience using a trade-off process—not as a lowest price technically acceptable procurement—with selection to be made by the Contracting Officer Tara Clark. A mandatory site visit is scheduled for May 11, 2026, at 103 Old Lodge Lane, Murfreesboro, TN, and attendance must be confirmed via email. All proposals are due by 5:00 p.m. CT on May 18, 2026, and must be submitted electronically to tclark@ios.doi.gov. Contractors must submit material submittals using the DSC-1 form, obtain all necessary permits prior to work commencement, and immediately halt operations if archaeological artifacts are discovered. Invoicing must be done electronically through the U.S. Department of the Treasury’s Invoice Processing Platform, not WAWF. The Contracting Officer’s Representative, Jorge T. Menéndez, will conduct inspections at the job site, and the contractor is responsible for all cleanup and punch list corrections. Special requirements include vetting of all personnel—employees must be legally eligible to work in the U.S. and not be convicted felons—and the removal of any individual deemed inconsistent with National Park Service values.
