The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 60, intends to award a non-competitive, firm-fixed price purchase order for Financial Analyst Support Services to Donna M. Russell. This procurement is being conducted under Simplified Acquisition Procedures and the authority of FAR 6.302-1, as the government has identified Ms. Russell as the only responsible source capable of satisfying the agency's specific requirements. The role demands extensive practical experience with the Navy Working Capital Fund appropriation organizations, budget processes, and governing regulations, as well as proficiency in specialized business systems including DIFMS, STARS, CDB, COBRA, NAFI, and ILSMIS. Ms. Russell is uniquely qualified for this position due to her 15 years of experience as an Accounting Technician and Budget Analyst within the Comptroller Departments of the NSWC Carderock and Dahlgren Divisions. Her comprehensive understanding of the end-to-end funds management process allows her to troubleshoot complex costing and expensing problems that are typically inaccessible to standard contractor employees. Beyond technical system support, she will provide critical education to Code 60 Administrative Officers regarding labor transfers, cost overruns, and the resolution of contractual cost growth problems. Interested parties were invited to submit capabilities statements by July 14, 2006, to determine if a competitive procurement was warranted.
