The National Institutes of Health, through the National Institute on Deafness and Other Communication Diseases, is issuing a pre-solicitation notice of intent to award a non-competitive service contract to Domestic Data Streamers. The purpose of this acquisition is to implement an NIH-designed and directed pilot protocol to evaluate the effectiveness of smell-related prompts in memory recall among individuals with early-stage dementia. The project will utilize the proprietary Synthetic Memories methodology and technical platform, for which Domestic Data Streamers is the sole developer and rights holder. The research is scheduled to take place in Barcelona, Spain, and will involve the recruitment and scheduling of approximately 50 participants through local care homes, the administration of NIH-approved interviews and questionnaires, and the transcription of participant responses. The contract is being conducted under FAR Part 13 Simplified Acquisition Procedures with a total period of performance of 90 days. The work is divided into three sequential 30-day phases: Protocol Implementation Planning, Field Development and Data Collection, and NIH-Directed Analysis and Reporting. While the contractor provides local operational and technical support, the NIH retains full scientific oversight, including the authority to approve protocol changes and the final interpretation of all results.
