The Department of Veterans Affairs (VA), Program Contract Activity Central, intends to engage in a sole source contract with Creative Veteran Productions LLC to facilitate the transfer of all educational materials and related artifacts from the MyVeHU Campus (MVC) platform to the Employee Education System (EES). The MVC, previously hosted and managed by Creative Veteran Productions, served as a virtual training environment extending face-to-face instruction to a wide range of VHA personnel including physicians, nurses, pharmacists, clinical support staff, and even non-VHA beneficiaries like caregivers and community groups. Due to a strategic shift in training delivery and technology advancements, the VA is restructuring its training resources by migrating the MVC content to the EES for ongoing access by VHA staff. This contract is being awarded under the authority that only one responsible source is available to meet the agency requirements, specifically FAR 6.302-1(a)(2). The original MVC hosting contract expired on July 3, 2016, and no competitive solicitation is being issued at this time. However, other capable sources may submit proposals or capability statements by the stated deadline, though the government retains sole discretion in deciding whether to open competition. The contract efforts focus mainly on ensuring uninterrupted access to the extensive training resources developed by Creative Veteran Productions. The points of contact for this procurement are Jacquelyn Wise and Robert Blasko, and all communications will be handled by the Department of Veterans Affairs' Program Contract Activity Central office in Independence, Ohio.

Notice of Intent to Sole Source MyVeHU Campus Content Retrieval FBO Notice: VA701-16-Q-0140 The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only One Responsible Source Available, no other source will satisfy agency requirements." The VA intends to solicit and negotiate with Creative Veteran Productions LLC 611 Susan B Britt CT Winter Garden, FL 34787-1902; to facilitate the transfer of all educational materials and related artifacts included on the MyVeHUCampus (MVC) to the Employee Education System (EES) for continued access by Veterans Health Administration (VHA) staff. This contract action will allow VHA/EES personnel to "capture" all this content from the vendor that previously hosted the MVC. MVC is a virtual campus that was created to extend the training that formerly was provided in a Face-to-Face (FTF) format to a wider audience to include all VHA end users. Since the initial development of the MVC, and with the evolution of technology, VHA began producing virtual FTF learning events. Stakeholders include physicians, physician assistants, nurses, pharmacists, clinical informatics support staff, health information managers, administrative/support staff and non-VHA staff to include VHA caregivers, counselors, community groups, and the general public. Hosting of the MVC platform was provided from inception until now; under contract thru Creative Veteran Productions (CVP). The contract was effective until Sunday July 3, 2016. A decision was made to re-image how Training Strategy (TS) functioned and as part of that decision, it was determined that training currently made available on the MVC platform would be transitioned/transferred to the VHA Employee Education System (EES). All the training materials under the platform owned by CVP need to be transitioned to VHA, for continued access by VHA staff. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before Thursday August 4, 2016 at 12:00PM Eastern Local Time by email to contact@example.gov and contact@example.gov. Points of contact for this notice are Jacquelyn Wise, Contract Specialist and Robert Blasko, Contract Officer. Email addresses listed above. Contracting Office Address: Department of Veterans Affairs Program Contract Activity Central 6150 Oak Tree Blvd Suite 300 Independence, OH 44131
