The Department of Veterans Affairs intends to award a sole source contract to the Mental Health Association New York City (MHA-NYC) for back-up call center support services for the Veterans Crisis Line (VCL), under the Office of Mental Health Operations. This procurement covers front-end call routing from the National Suicide Prevention Lifeline (NSPL) to the VCL, back-end call routing from the VCL to back-up centers, and crisis intervention services when VCL responders are unavailable. The contract will have a 12-month base period with four additional 12-month option periods. The NSPL, a federally assigned toll-free suicide prevention number managed exclusively by the Substance Abuse and Mental Health Services Administration (SAMHSA), is administered solely by MHA-NYC, making them the only entity capable of handling call routing as required. Due to MHA-NYC’s unique authorization to manage and monitor the NSPL and ensure proper routing of veteran calls to the VCL, the government will negotiate exclusively with this source under FAR 6.302-1(a)(2)(ii), citing that no other suppliers can meet these agency requirements. Market research confirmed there are no other vendors authorized to manage this service. Interested vendors who believe they can meet the requirements in the future are invited to submit capability statements and business size information via email for consideration. The contracting office managing this acquisition is the Strategic Acquisition Center in Fredericksburg, Virginia, with Kevin Hershey as the primary point of contact.
