R3 National Forest’s Roads IDIQ

The U.S. Forest Service, Southwest Region 3, is soliciting proposals for an Indefinite Delivery-Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) focused on road, bridge, and related civil construction projects under NAICS code 237310, with a total small business size standard of $45,000,000. This requirement is fully set aside for small businesses, and the government anticipates awarding up to 20 contracts under the program. The overall contract ceiling is $100,000,000 with a five-year ordering period from October 1, 2026, to September 30, 2031, and individual task orders will be competitively awarded on a firm-fixed-price basis. Offerors must submit proposals for at least one of two seed projects: the Echo Amphitheater Pavement Preservation Project in Carson National Forest, New Mexico, or the 307/310 Road and Parking Lot Reconstruction Project in Kaibab National Forest, Arizona, both of which include detailed statements of work, drawings, specifications, and schedules provided as attachments. Site visits for these projects are scheduled for July 2026, and attendance requires coordination with Todd Touchard. The contracting office is located in Albuquerque, New Mexico, and all proposals must be submitted electronically via email to Blaine Greenwalt by the deadline of July 31, 2026, with technical and price proposals packaged separately in PDF format and not exceeding 50MB in total size. Proposals must include a technical section evaluating experience and capabilities, organizational structure and management, past performance, and a price proposal for at least one seed project that includes a fully completed SF-1442, schedule of items, and applicable representations. The evaluation will use a tradeoff process under FAR 15.103-1, with non-price factors — experience, capabilities, organization, and past performance — being significantly more important than price. Offerors must demonstrate specialized experience with projects of similar scope, magnitude, terrain, and environmental constraints completed within the past seven years, and must provide three project narratives each limited to two pages. Technical proposal narratives addressing management structure are capped at five pages. Past performance must be substantiated with completed questionnaires for each listed project.
