R3 National Forest’s Roads IDIQ

The U.S. Forest Service, Southwest Region 3, is soliciting offers for an Indefinite Delivery-Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) to support road, bridge, and related civil construction projects across national forests in the region. This procurement is set aside 100% for small businesses under NAICS code 237310, Highway, Street and Bridge Construction, with a size standard of $45,000,000. The Government anticipates awarding up to 20 contracts under this MATOC with a combined ceiling of $100,000,000 and a five-year ordering period from October 1, 2026, through September 30, 2031. All task orders will be firm-fixed price and competitively awarded, with work to be performed at multiple locations across the Southwest, including specific seed projects such as the NFSR 307/310 Road and Parking Lot Reconstruction in Kaibab National Forest and the Echo Amphitheater Pavement Preservation Project in Carson National Forest. Site visits for these seed projects are scheduled for July 2026, and participation requires advance coordination with the designated point of contact. The solicitation requires proposers to submit both a technical and a price proposal for at least one seed project, with all documentation in Microsoft Word, Excel, or Adobe PDF format, not exceeding 50MB per email. Technical proposals must detail experience and capabilities through narratives of three qualifying projects completed or in progress within the last seven years, along with organization and management structure, and include completed Past Performance Questionnaires for each project cited. Price proposals must include a signed SF-1442, a fully completed schedule of items for the selected seed project, and all applicable representations and certifications.
