NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. THIS IS A NOTICE TO OF INTENT TO SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS. The Department of Veterans Affairs is intending to issue a firm-fixed-price sole source award for the Pharmacy Benefits Manager (PBM) services. The PBM will support pharmacy transactions for a variety of health benefit programs administered by the Department of Veterans Affairs (VA) and ensure continuous delivery of pharmaceuticals to beneficiaries of the pharmacy benefits program. The Veterans Health Administration (VHA), Integrated Veteran Care (IVC) intends to adjudicate pharmacy transactions via Health Insurance Portability and Accountability Act (HIPAA) Compliant Electronic Data Interchange (EDI), utilizing an extensive network of retail pharmacies. This action is conducted under Federal Acquisition Regulation (FAR) subpart 6.302-1 procedures. The Government will post the approved sole source justification within 14 calendar days after contract award as required at FAR subpart 6.305(a). The associated North America Classification Systems (NAICS) Code is 524292, Third Party Administration of Insurance and Pension Funds. Any proposal or capability statement received will be considered. Responses to this notice can be sent to maurice.walker@va.gov. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice. System for Award Management (SAM) registration is required for all vendors doing business with the Government. The FY2024 requirement documents to re-compete PBM services are currently under review and are expected to be available through the Government Point of Entry (GPE) at ttps://www.sam.gov in 1QFY23. Award for FY2024 PBM services is tentatively planned by end of 2QFY23 to allow six months for the awardee to obtain VA system access authorization.
