Background The Veterans Health Administration [VHA], Office of Nursing Service [ONS] requires access to a nationally recognized nursing quality indicators database that provides an integrated data network enabling healthcare organizations to measure nurse sensitive quality indicators. These indicators support national benchmarking against private and public healthcare facilities and align with the Magnet Recognition Program® and other nursing excellence initiatives. This capability supports system-level reporting, centralized governance, and targeted workforce interventions to improve patient safety and nurse retention across VA Medical Centers.
Objective and Scope The objective of this Firm Fixed Price [FFP] Blanket Purchase Agreement [BPA] is to obtain enterprise-wide access to a nursing quality indicators program that supports measurement and benchmarking of nurse-sensitive indicators required for national comparison and Magnet Recognition Program® alignment. The database shall enable timely benchmarking and support a high-reliability organization model across VHA facilities.
The Contractor shall provide access to quality metrics dashboards for use across the VA healthcare system to track and analyze nurse-sensitive indicators. The Contractor shall provide benchmarking and comparison capabilities among similar facilities. The system shall not require submission of Protected Health Information [PHI].
Core indicators shall include, at a minimum: Nursing care hours per patient day Patient days Hospital-acquired infections, including but not limited to CLABSI and CAUTI Falls data Pressure injury data Annual nurse satisfaction survey Nursing turnover rates Nurse education and certification tracking

Submittal Information This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source that believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which may be considered by the Government if received by the closing date and time of this notice.
Responses shall include sufficient detail to demonstrate the vendor s capability to meet all requirements as described in the draft Performance Work Statement [PWS]. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received is solely within the discretion of the Government.
