AI Contract Overview
Solicitation W519TC26RA046 is a Draft Request for Proposal for a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract focused on the production of propellants and the operation and modernization of the Radford Army Ammunition Plant (RFAAP) in Virginia. The contract is structured with a base period consisting of five one-year ordering periods, an evaluated five-year option exercised at award, and two unevaluated 10-year options, allowing for a maximum performance period of 30 years. The estimated total contract value is approximately 20.14 billion dollars, with a minimum guaranteed amount of 5,000 dollars. The scope of work is divided into direct-funded Performance Work Statements covering environmental management, facility planning, fire protection, government property stewardship, security, maintenance, safety, energy and utilities, and cybersecurity, as well as tenant-funded activities under the Armament Retooling and Manufacturing Support (ARMS) program. Additionally, the contract includes separately funded Production Base Support (PBS) for the modernization of government-owned production facilities. The government will utilize a best-value trade-off evaluation process, prioritizing technical capabilities and past performance over price and small business participation. Technical evaluation is heavily weighted toward strategic vision, maintenance program management, and environmental stewardship. Offerors must achieve at least an acceptable rating on all non-price factors and provide a valid small business subcontracting plan to be eligible for award. Key security requirements include maintaining a Secret-level Facility Security Clearance and adhering to strict operations security (OPSEC) and safety standards. Proposals must be submitted electronically via the PIEE Solicitation Module, organized into six specific volumes, and include a price matrix in Microsoft Excel format. The deadline for industry feedback on the draft RFP is July 20, 2026, with sealed bids for the final solicitation due by October 14, 2026.
