R426--Notice of intent to sole source - MSAT/G2 Satellite Services Office of Emergency ManagementThe Department of Veterans Affairs, through VISN 05’s Network Contracting Office 05, intends to award a sole source firm-fixed-price contract for commercial satellite communications services to Network Innovations Government Services to support the Office of Emergency Management’s MSAT/G2 portable satellite systems. These systems are critical for maintaining real-time emergency communications during national incidents when primary networks fail, enabling over 400 emergency response assets nationwide to perform patient surge operations, evacuations, emergency power coordination, and command-and-control functions. The decision to sole source is justified under FAR Part 6.302-1 because Network Innovations Government Services has been the exclusive provider since 2019, and all equipment is fully integrated, configured, and provisioned to their proprietary specifications; no other vendor can provide the service without costly and risky equipment replacement, reconfiguration, and transition efforts that would exceed $300,000 in initial costs compared to the $60,878.28 base year value. The total contract value, including three optional years exercisable solely at the government’s discretion, is $243,513.12. This action is not a solicitation, and no competitive quotes will be accepted, though other vendors may submit a capability statement demonstrating technical equivalence, zero-downtime service continuity, and compatibility with the existing configuration by the July 13, 2026 deadline. The services are administered from Network Contracting Office 05 in Linthicum, Maryland, with payment processed through the VA Maryland Health Care System in Perry Point, Maryland, and performance occurs across the national emergency response network centered on the Martinsburg VA Medical Center. No formal inspection criteria, packaging standards, or MIL-STD references are specified beyond operational continuity and seamless integration of currently deployed equipment, and no contracting officer’s representative is named in the documentation.
