AI Contract Overview
The Air Force Life Cycle Management Center’s AWACS and Wedgetail Contracting Office is preparing to release a Final Offer Proposal Request (FOPR) in Q2 CY2026 for the Radio System Upgrade (RSU) for International Airborne Advance Warning and Control System (AWACS) under the GSA OASIS+ Unrestricted Contract in the Technical and Engineering domain. This effort aims to fully upgrade the Ultra-High Frequency (UHF), Very-High Frequency (VHF), and High-Frequency (HF) radio suites across the international AWACS fleet to integrate SATURN and TSVCIS capabilities, ensuring secure, anti-jam, and interoperable tactical communications. The solicitation is not soliciting proposals at this time; it is a presolicitation notice designed to inform potential offerors. All classified technical documentation necessary for proposal development will be distributed exclusively via SIPRNet email upon FOPR release, and JWICS or any other method of classified delivery is explicitly excluded. Participation is restricted to contractors holding an active GSA OASIS+ UR contract, and proposers must have SIPRNet email access to receive materials. The place of performance is Hanscom Air Force Base, Massachusetts, and no set-aside provisions apply, meaning the contract is open to all eligible entities regardless of size or socioeconomic status. The contracting office has not yet released the formal Request for Proposal, so detailed evaluation factors, pricing, contract clauses, packaging requirements, inspection criteria, invoice procedures, and submission formatting guidelines remain undetermined and will be provided only in the Q2 CY2026 FOPR. A proposal walk-through will be scheduled after the FOPR release to assist interested bidders. The Contracting Officer is Brett Clemens, and the organization code FA2363 is associated with the Department of Defense, although specific Treasury Account Symbols, accounting classifications, and payment office details are not disclosed. No key personnel requirements, options, or organizational conflict of interest provisions are specified at this stage. Offerors must be prepared to submit responses via the GSA OASIS+ portal and handle classified materials through SIPRNet, with no alternatives permitted. All representations, certifications, and compliance statements will be formally outlined in Section K of the upcoming FOPR, and the contract award will be based on the completed proposal’s evaluation against criteria to be published in Section M, including possible trade-off or low-price technically acceptable methodology, which will also be disclosed in the final solicitation.
