30 APR UPDATE: There will be no opportunity for JWICS, or other method of delivery for classified documents related to this future solicitation.  The intended FOPR release and associated Instructions to Offerors will provide specific details for individuals to verify their clearance, and -obtain classified documents via SIPRNet E-mail.  Release date still intended Q2 CY2026.



UPDATE: The FOPR described below is intended to be released on the GSA OASIS+ Unrestricted (UR) Contract - Technical and Engineering.



This notice is from the Air Force Life Cycle Management Center (AFLCMC) AWACS and Wedgetail Contracting Office (WIWK) located at 3 Eglin Street, Hanscom Air Force Base, Massachusetts 01731.
The previously publicized RSU NOCA, is intended for final FOPR release within Q2 CY2026. The FOPR will only be released on the General Services Administration (GSA) One Acquisition Solution for Integrated Services Plus (OASIS+) within the Technical and Engineering Domain. Interested Bidders should have access to SIPR e-mail in order to received classified Technical Documentation needed for submission of complete proposal.
The Government is not requesting any information or proposals in response to this notice.
The Government will be holding a Request for Proposal walk-through at a date and time to be set upon release of this solicitation. Bidders interested in attending can look for an announcement on GSA OASIS+.
Synopsis:
RSU for International AWACS shall include a full upgrade to the Ultra-High Frequency (UHF)/Very-High Frequency (VHF) and High-Frequency (HF) radio suite to a full fleet of aircraft. Integration and installation of the radios will provide the Second Generation Anti-Jam Tactical UHF Radio for North America Treaty Organization (NATO) (SATURN) and Tactical Secure Voice Cryptographic Interoperability Specification (TSVCIS) capabilities for the aircraft.
