Rail spanners must meet strict dimensional and structural requirements including a minimum length of 72 inches and width of 24 inches with a maximum thickness of 4 inches. Each spanner must weigh at least 78 pounds individually and support a minimum load of 20,000 pounds per unit or 40,000 pounds per pair or axle, with a failure strength threshold of at least 80,000 pounds for a pair before any permanent aluminum deformation occurs, ensuring a minimum 2-to-1 safety factor. The structural frame requires tubing sized between 3 inch by 3 inch and 4 inch by 4 inch, with a top surface featuring no more than 2 inch wide high-traction rungs spaced no more than 4 inches apart to allow chain and strap routing while permitting debris to fall through. A reinforced kickplate is required on one side for stable placement on flat surfaces, and each end must include a minimum 12 inch heavy duty reinforced stub toe tapering to a 2 inch blunt end, explicitly prohibiting knife edges. Every spanner must be permanently etched with its part number and rated capacity. The solicitation is for a Small Business Set Aside under NAICS code 336510, issued by the Department of Defense through the Fort Drum office in New York, with responses due by August 14, 2026. Solicitation # 6913G626R200002
The Rail Maintenance and Sustainment (RMS) Multiple-Award IDIQ contract, solicitation number 6913G626R200002, is a full and open competition managed by the Department of Transportation’s Volpe National Transportation Systems Center in Cambridge, Massachusetts, aimed at securing commercial rail products and services including locomotive manufacture and refurbishment, freight car procurement, preventive and corrective maintenance, engineering diagnostics, technical support, and emergency repairs. The solicitation culminates in a multi-award IDIQ vehicle with proposals due by July 31, 2026, and has been updated through five amendments since its initial posting on June 17, 2026. Amendment 0001 addressed initial vendor questions, while Amendment 0002 eliminated the requirement for Mock Task Orders in Phase II. Amendment 0003 updated compliance requirements by removing outdated Standard S-2034 and directing offerors to adhere to current AAR guidelines. Amendment 0004 formally released eight Phase II Task Order Requests for Proposals and corresponding Statements of Work, including specific CLINs for road-switcher locomotives, 50-foot damage-free railway boxcars, annual and periodic locomotive safety inspections, and locomotive sustainment and technical field support. Amendment 0005 revised the submission instructions and evaluation criteria for Factor 4 (Past Performance) and Factor 5 (Price) across all Phase II TORFPs and issued official responses to a total of 22 vendor RFIs, ensuring alignment and clarity for proposers without altering the due date or other core solicitation terms. All amendments were issued with the explicit instruction that proposal deadlines and fundamental solicitation requirements remain unchanged.
