AI Contract Overview

The contract involves the CDC Influenza Division's requirement for the rapid production of custom genetic materials, specifically plasmids and linear DNA, to support the development of Candidate Vaccine Viruses (CVVs). These CVVs are essential reassortant viruses used as starting materials for both seasonal and pandemic influenza vaccines. Since the genetic makeup of circulating and novel influenza strains is unpredictable and only identified after virus isolation, the contractor will provide flexible, rapid gene synthesis services to meet these evolving needs. The contract will be a Firm Fixed Price agreement awarded through solicitation 75D301-23-R-72646, with a base period of 12 months and four option periods, totaling up to 60 months. The solicitation, under NAICS code 541380 (Testing Laboratories and Services), was expected to be posted on SAM.gov around May 15, 2023, with proposals due by May 29, 2023. The contract will be administered by the CDC Office of Acquisition Services in Atlanta, Georgia, and contact points have been provided for inquiries, though no phone calls will be accepted or returned. This procurement is not a request for capability statements, and all solicitation amendments will be available on the SAM.gov website.

Full Description

CDC Influenza's Division is responsible for the development of Candidate Vaccine Viruses based on circulating and novel influenza strains. Candidate Vaccine Viruses (CVVs) are reassortant viruses which are used as the starting materials for seasonal and pandemic vaccines. To facilitate the development of the CVVs, CDC uses oligonucleotides and synthetic genes to transcribe the influenza genes to produce the CVVs. The Influenza Division requires plasmids and linear DNA to be developed routinely based on the constant changes in the genetic make-up of the circulating and novel viruses. These changes are unpredictable and cannot be identified until the viruses are isolated from patients or infected animals. Overall objective is to provide the Influenza Division with custom rapid genetic products for the development of CVVs. CDC intends to issue a single contract award as a result of solicitation 75D301-23-R-72646. It is anticipated that the resulting contract will be a Firm Fixed Price, Contract. The period of performance will include one 12-month base year and four 12-month option periods, for a total period of performance of 60 months. The Request for Proposal (RFP) will be posted on SAM.gov on or about May 15, 2023. Any amendments issued to the solicitation will also be made at the same website. No response to the notice is required. The NAICS Codes for this proposed procurement is NAICS 541380 Testing Laboratories and Services. The anticipated scheduled solicitation due date will be on or about May 29, 2023. No telephone calls will be accepted or returned. This is not a request for Capability Statements.

Qualified providers must supply NCHS-certified nosologists or similarly qualified medical coders and demonstrate the ability to begin performance within one week of award. Performance is expected to occur primarily via remote telework during standard weekday business hours. Due to the sensitive nature of the data, contractors must comply with FIPS 199, Executive Order 13556 regarding Controlled Unclassified Information, and the HHS Information Security Program, utilizing government-furnished equipment and PIV cards for secure network access.
