Ratification of Local Emergency Proclamation Issued by the City Manager, Acting as the Director of Emergency Services, on September 10,2026

The City of Laguna Beach has adopted a City Council resolution to ratify and extend a local state of emergency proclamation originally issued by the City Manager on September 10, 2026. This action follows significant damage to public infrastructure, beaches, and private sea walls caused by the remnants of Hurricane Marie in September 2026, as well as concerns regarding a predicted significant El Nino event during the Fall 2026 and Winter 2026-27 periods. The proclamation is designed to enable the city to operate at emergency speed, facilitate the acquisition of outside assistance, and establish a pathway for potential financial recovery. To support these emergency efforts, a Notice of Exemption was filed on September 15, 2026, determining that the actions are exempt from the California Environmental Quality Act under Section 15269 for emergency projects.
