The Office of Community Services is making approximately $29 million available through up to fourteen cooperative agreements to support the Diaper Distribution Demonstration and Research Pilot, targeting eligible Community Services Block Grant state associations, federally funded tribes, and CSBG-funded territories. The initiative aims to assess how community-based organizations can reliably provide a steady supply of diapers to low-income families with children who are U.S. citizens or eligible residents, with the broader goal of improving family health and economic stability. Activities include forming partnerships with local service providers to expand diaper distribution, delivering training and technical assistance to strengthen programs, enabling bulk purchasing to reduce costs, connecting families to supportive services that foster employment and self-sufficiency, and fully engaging in the federal evaluation process to measure program outcomes. All participants are expected to collaborate closely with federal evaluators to generate actionable data on the impact of diaper access on family well-being. The program is open for application following its public posting on June 30, 2026, with inquiries directed to the designated point of contact.

The Office of Community Services (OCS) announces the availability of funds for a Diaper Distribution Demonstration and Research Pilot (DDDRP). OCS anticipates awarding approximately $29 million available through fourteen cooperative agreements to eligible Community Services Block Grant (CSBG) state associations, tribes that were funded directly by the CSBG in fiscal year (FY) 2025, and the CSBG-funded territories.

The Diaper Distribution Demonstration Research Pilot (DDDRP) is a demonstration program, designed to evaluate the implementation and impact of the DDDRP program. Specifically, the purpose is to test the ability of CAAs and other non-profit community organizations to 1) deliver a continuous, sufficient supply of diapers to caregivers and children with low incomes, who are American citizens or eligible residents, and to 2) improve these families overall health and economic well-being. There are five areas for activities. 1. Establishing diaper distribution partnerships with local service organizations to operate and expand diaper distribution programs.

2. Providing training and technical assistance (T/TA) to help diaper distribution partners expand and/or strengthen existing diaper distribution programs. 3. Working with diaper distribution partners to make bulk purchases and ensure economies of scale. 4. Referring families receiving diapers to appropriate services that promote family stability, employment, and economic self-sufficiency and mobility. 5.Participating fully in the federal evaluation of DDDRP.

Request for Information (RFI) Emergency Shelter Services for FamiliesBroward County is seeking information to evaluate whether emergency shelter services for families, currently provided exclusively by The Salvation Army, can be obtained from alternative providers. The county has preliminarily determined that The Salvation Army is the only organization in Broward County with the capacity to meet the specific requirements outlined in City of Fort Lauderdale Ordinance Sections 47-18.31 and 47-18.32, which govern the provision of shelter beds for homeless families. This Request for Information is not a solicitation for bids or a commitment to purchase, but rather a formal attempt to confirm whether other vendors can deliver comparable services that satisfy the county’s operational and regulatory needs. Vendors with the ability to provide equivalent or superior emergency shelter services for families are invited to respond by the deadline of July 6, 2026, through the county’s electronic bidding system. Submissions must include detailed documentation demonstrating the capability to meet or exceed the specified service criteria, including bed availability, program structure, and compliance with local ordinances. The Director of Purchasing retains full discretion to determine the comparability of any proposed alternatives and will make the final decision on whether to proceed with Sole Source designation to The Salvation Army. All responses will be reviewed, and vendors will be notified through the bidding portal of the outcome, which is final and not subject to protest, objection, or appeal.
