Selected contractors must adhere to strict performance-based standards, where 60% of the award is tied to the expenditure of funds and 40% is tied to progress toward performance benchmarks. Compliance is monitored through semi-annual reviews, and providers must maintain a minimum 90% performance standard to avoid corrective action plans.
