Coordinated Entry with System Navigation

Pierce County is soliciting proposals under solicitation number 26-005-Homeless-CE for a $4,250,000 contract to implement Coordinated Entry with System Navigation services aligned with the 2025–2030 Comprehensive Plan to End Homelessness. The goal is to support four strategic objectives: establishing an equitable and accountable crisis response system, prioritizing assistance based on risk and barriers to housing stability, aligning adjacent systems to serve those experiencing or at risk of homelessness, and ensuring every individual has access to stable, appropriate housing. The contract requires service delivery across Pierce County with a performance period likely beginning January 1, 2027, and ending December 31, 2027, with potential for renewal up to five years. Proposals will be evaluated on a best-value trade-off basis, weighing program-specific questions (40 points), HMIS data management (20 points), organizational capacity (15 points), program design (15 points), and budget credibility (10 points), followed by a departmental review assessing strategic alignment, prior performance, and readiness for a total possible score of 150 points. Financial risk assessment is a mandatory pass/fail requirement, and price is not a scored factor. Contractors must comply with 2 CFR Part 200 and all applicable federal, state, and local laws, including ADA, Fair Housing Act, and Civil Rights Act, with a minimum 90% compliance threshold enforced through unannounced on-site inspections. Required documentation includes a Statement of Work, Compensation and Financial Requirements, General Terms and Conditions, Insurance Requirements, Subaward Information, and Special Terms and Conditions. Insurance mandates include Commercial General Liability ($1M), Professional Liability ($1M), Cyber/Privacy Liability ($1M), Crime/Employee Dishonesty ($250,000), and Workers’ Compensation as required by state law, with Pierce County named as Additional Insured. Subcontractors must meet identical insurance and compliance standards. Offerors must hold a valid UEI from SAM.gov, certify they are not debarred, and maintain strict data security protocols, particularly if handling sensitive client information.
