Mass Care & Shelter services

The County seeks to establish a flexible usage agreement for mass care and shelter services to deliver comprehensive, inclusive, and timely support to individuals and families displaced by natural or human-caused disasters. The contract ensures that all affected residents, including those with disabilities and access and functional needs, receive essential resources for short-term recovery and, where appropriate, a pathway to longer-term assistance. Services may be delivered through a variety of sheltering operations such as reception centers, overnight shelters, regional centers, local assistance centers, family assistance centers, and other designated sites, with the specific mix determined by the nature and scale of each incident. The contract is activated only when the County invokes it in response to an actual or anticipated disaster, and no compensation is owed unless such invocation occurs, except for pre-disaster exercises specifically requested by the County. Compensation for all services—including labor, materials, and equipment—is provided on a unit-cost basis according to the rates detailed in Attachment B and the contract’s specific requirements. The County retains full discretion over the scope and duration of services required for each event and does not guarantee that all described services will be utilized in any given incident. The solicitation, issued under RFP-017-2831606-JL-2 by the County Executive Office in Santa Ana, California, is open for responses until September 11, 2026, with inquiries and coordination directed to Jessica Loy, Procurement Contract Specialist. The agreement is designed to ensure readiness without pre-commitment, allowing the County to scale support rapidly and appropriately based on real-time needs.
