Re-advertisement _Replacement of four HySecurity gate operators

The U.S. Embassy Addis Ababa is seeking contractor services for the replacement of four existing HySecurity SlideDriver 50VF2-EFO gate controllers with four new units consisting of three SlideDriver 50VF2/3 models and one Slide Driver II SD50F, configured as two units per gate. The contractor is responsible for all labor, tools, equipment, supervision, and materials required to perform a full site inspection, safely remove and dispose of the existing controllers, install the new units, connect control wiring and electrical power sources, integrate safety devices such as photo eyes and edge sensors, and conduct comprehensive functional testing to ensure compliance with UL 325 and ASTM 2200 safety standards. The new systems must be continuous duty, hydraulic drive with VFD motor control, operating on 220V 50Hz single phase with 2 hp horsepower. All work must be completed within 60 calendar days of the Notice to Proceed, following a Monday through Saturday schedule from 8:00 a.m. to 5:00 p.m., and must be verified by the U.S. Embassy Contracting Officer’s Representative. The contractor must also provide O&M training to local Embassy staff and submit final deliverables including as-built drawings, operation and maintenance manuals, a trip completion report, spare part recommendations, and a service contract proposal. All bidders must possess a valid Unique Entity Identifier (UEI) and be actively registered in the System for Award Management (SAM), with the UEI clearly indicated on their price offer. A renewed business license for 2026 is mandatory, and submission of a fully completed and signed NDAA certification form is required to comply with Public Law 115-232, covering prohibitions on covered telecommunications equipment and services under FAR clauses 52.204-24, 52.204-25, and 52.204-26. Personnel must be capable of obtaining security access to the U.S. Embassy compound and must have documented, mandatory experience in the installation, testing, and commissioning of HySecurity gate control systems. Defense Base Act (DBA) insurance is required for all personnel performing work at the site, and the contractor must pre-notify the Embassy of all heavy equipment plans including cranes, forklifts, rigging, and safety gear.
