The Florida School for the Deaf and the Blind (FSDB) intends to acquire proprietary educational materials and associated training services for the fiscal year 2025-2026 through a non-competitive, single source procurement. The targeted products include the ARC Accelerator, IRLA, and ENIL Toolkits, which are developed and copyrighted by the American Reading Company (ARC). The estimated expenditure for this purchase is up to $19,999. The justification for selecting ARC as the sole source is based on their exclusive rights to these materials and their role as the only authorized provider of training and curriculum implementation, with all copyrighted content secured through negotiated agreements with publishers and content owners. The materials are intended to support instructional programs at FSDB and are not available for duplication or reuse without ARC’s prior written consent, emphasizing the proprietary nature of the content. The procurement process is governed by statutory requirements, including a fifteen-business-day advertisement period, during which other vendors may submit information demonstrating their ability to fulfill the procurement. However, the agency currently considers ARC to be the only viable source, and the decision to proceed with a single source purchase is at its discretion. The advertisement encourages interested vendors to respond within the specified timeframe if they believe they can supply the required materials or services. All questions regarding the procurement should be directed via email to the designated purchasing analysts. This process ensures compliance with applicable Florida statutes and regulations, including the Florida Administrative Code, while emphasizing the proprietary and exclusive rights associated with the targeted educational materials.
