RFI number 2 for Information Products Commodity[DPI no 2 pour les produits d'information]
Solicitation # CW2474502
Public Services and Procurement Canada (PSPC) is conducting a follow-up Request for Information (RFI) under solicitation number CW2474502 to gather industry feedback for the development of a procurement strategy regarding Information Products and related services. This consultative process focuses on defining data categories, procurement models for static and outcome-based content, and general terms and conditions, specifically regarding liability and indemnification. The RFI explicitly excludes satellite imagery and seeks to balance technical merit, price, and contractual acceptability. Responses are due by March 31, 2027. Proposed contractual frameworks include a performance management system based on cost, quality, schedule, and management, with a verification period of ten business days for the acceptance of licensed products. Key terms under consideration include a liability cap limited to the contract value of the preceding 12 months and a requirement for content authenticity to ensure human authorship over AI-generated content. The procurement strategy is exploring various award models, including a highest-ranked bidder negotiation process and a scoring system that favors suppliers who accept Canada's contractual framework without amendment. Payment is slated for 30 days following the receipt of an undisputed invoice via electronic instruments.

Library and Archives Canada has issued an Advance Contract Award Notice for the procurement of subscription services to three specific databases: the Joint Publications Research Service Reports (1957-1995), the BBC Monitoring Summary of World Broadcasts, and the Foreign Broadcast Information Service Daily Reports (1941-1996). The government intends to award this contract to Newsbank Inc., as they are the identified owner or licensee of the intellectual property and the only supplier deemed capable of performing the work. The estimated value of the contract is 209,213.00 USD, providing perpetual access starting March 1, 2024, subject to annual hosting fees. Under the ACAN process, other suppliers have a 15-calendar day window to submit a statement of capabilities demonstrating their ability to provide access to all three required databases. If a qualified supplier submits a statement by the deadline of February 27, 2024, the government will initiate a full tendering process. Otherwise, the contract will be awarded directly to Newsbank Inc. This procurement is subject to various international and domestic trade agreements, citing an absence of competition for technical reasons as the justification for limited tendering.

1. Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2.
