The Canadian Transportation Agency (CTA, or Agency) is working on a request for proposal to acquire air data, we hope you could provide your input regarding our requirements. We would kindly ask that you review the information listed below and provide feedback in the question section at the end of this message.
Quick Background
The CTA is the country's longest-standing independent, expert tribunal and regulator. The CTA helps ensure that the national transportation system runs efficiently and smoothly in the interests of all Canadians: those who work and invest in it; the producers, shippers, travelers and businesses who rely on it; and the communities where it operates. The Agency protects the human rights of persons with disabilities to an accessible transportation network and provides consumer protection for air passengers.
The Agency is responsible for conducting research and analysis of the air industry, its issues, trends and risks. Analytical results are used in the development of the Agency's annual report of the transportation system, legislative review, regulatory drafting and its impact assessment on air fares. The CTA's Economic Analysis Branch also provides analytical support to other Branches (e.g. historical price indices, net salvage value determinations, and other reviews as requested).
The CTA requires the data points listed in the attached document.
Budget:
Approximate maximum budget for this project over 1 year, with the possibility of renewal for extra years of up to 2: Up to CAD $100,000 including taxes.
Proposed procurement process:
A. We intend to invite suppliers that have demonstrated interest to submit a proposal through this RFI.
B. We plan on using the following evaluation criteria:
I. Capacity to provide all the identified variables from each dataset
II. Capacity to provide historical data from the last 5 years and current data
III. Capacity to provide datasets according to their specified delivery frequency
IV. Capacity to deliver variables in specified format through Microsoft Excel
V. Capacity to provide glossary of terms, sources, and collection methodology of the datasets
