The Buffalo Public Schools are seeking proposals for a comprehensive, research-based K-2 Spanish reading program that aligns with the New York State Blueprint for English Language Learner/Multilingual Learner Success and the Next Generation Learning Standards for English Language Arts. The program must serve as a standalone Spanish literacy solution, covering all essential components such as phonemic awareness, phonics, fluency, vocabulary, comprehension, spelling, grammar, writing, syllabication, and rhyming, tailored specifically to Spanish language development. It should follow the natural sequence of foundational skills for Spanish readers and incorporate linguistic considerations unique to Spanish. Additionally, the program must be culturally responsive and include supports and scaffolds to address the diverse needs of learners, including English and Spanish language learners, students with disabilities, and advanced learners in dual language settings. The contract is set to commence on June 30, 2025, and extend through June 30, 2035, with a project budget estimated between $500,000 and $2,000,000. The procurement process emphasizes the importance of providing a program that is scientifically grounded in the science of reading and meets the educational standards for early literacy development. Interested vendors are directed to submit their proposals by October 17, 2025, and can find additional details and specifications through the Buffalo Public Schools’ procurement portal. The contract is not set aside for service-disabled veteran-owned businesses, and there have been no recent awards of similar contracts within the past five years.
