This Request for Proposals (RFP) provides interested offerors with sufficient information to prepare and submit proposals for consideration by Pennsylvania’s State System of Higher Education (State System) to provide Real Estate Advisory and Public-Private Partnership Services. Offerors are expected to assist universities in conducting site specific projects related to excess space (Land and Buildings). This includes, at a minimum, assisting the universities in a review of land and buildings for opportunities that would allow these assets to be:• Maintained within the universities portfolio but monetized through repurposing or leasing for revenue generation.• Sold for development, commercialization or community use.• Reviewed for potential public-private partnerships for development. Examples include, but are not limited to infrastructure projects such as solar farms, water treat plants, etc. This RFP is expected to result in a multiple participation award contract. Successful placement on the award list provides eligible offerors with the ability to provide the services on an as needed basis. It is not a guarantee that the State System or any of its universities will request an offeror to provide the services.
