Full Description

The County of Santa Clara (“County”) is issuing this Request for Statement of Qualifications (“RFSQ”), in search of vendors that have the necessary qualifications to support the activities of Parks and Recreation Department, Roads and Airports Department, Office of Supportive Housing Department, and Facilities and Fleet Department (“Departments”) for Real Estate Appraisal and Commercial Economic Analysis (“CEA”) services. The above departments are seeking to establish Service Agreements (“SA”) with a non-exclusive pre-qualified pool of vendors for appraisal and CEA of real property on an as-needed basis. The resulting SA’s shall be for a term of five years or less, to be determined by the County. The County may, at its sole discretion, terminate any SA sooner than the expiration of the term specified in that SA. Awarded contracts will provide the County the authority to engage providers for services: however, the awarded contracts do not represent a commitment by County to award work projects to the provider. Providers who are issued a contract may be called for work on an as-needed basis following a competition among the qualified pool of providers. Solicitations will be sent to the qualified pool of providers for individual job orders through a Request for Quote (RFQ) where award, depending on the Departments’ needs, is based on lowest price or most expeditious turn-around time, or both. The County may reissue the RFSQ to add members to the Qualified Pool (“QP”) where new vendors are invited to provide a response. Existing members of the QP will not need to reapply. However, if the reissued RFSQ contains new service categories, QP members may apply for any of those new categories. Contracts for new QP members shall have agreement terms coterminous with those of existing QP members. The Minimum Responsive Requirements to qualify to participate in this RFSQ process are: 1.Possession of a current Certified General Appraiser License as issued by the California Department of Consumer Affairs Bureau of Real Estate Appraisers. 2.Possession of a current Membership with the Appraisal Institute (MAI), with an MAI designation.
