The contract involves the U.S. Army Corps of Engineers, Memphis District, negotiating a firm-fixed price agreement on a sole source basis with Seaark Marine, located in Monticello, Arkansas. The scope of work includes the provision, construction, and delivery of two custom-built utility boats designed specifically for servicing and maintaining lake buoys and functioning as work boats at Enid Lake under the Vicksburg District. Seaark Marine holds proprietary rights to the hull design and equipment configuration, which are critical to the project and not available to other vendors. As a result, the government is unaware of any other supplier with access to this unique design information, limiting competition. Despite the sole source nature of the contract, the government is open to receiving responses from vendors capable of producing their own designs that meet or exceed the specifications outlined by Seaark Marine. The award will be made under the GSA Schedule Contract GS-07F-0012J. Interested firms were invited to submit their interest, qualifications, delivery timelines, and pricing by a specified deadline. The solicitation was posted in September 2009 with technical inquiries required before September 21, and responses by September 22, reflecting a tight timeline for vendor engagement. This contract emphasizes the unique proprietary design element and the specialized nature of the boats required for government operations.

The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside procurement, under NAICS code 336612, seeks to award up to four Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for the design, production, testing, and delivery of approximately 411 boats and associated purpose-built trailers. The anticipated ordering period spans ten years, consisting of a two-year base period and an eight-year option period. The acquisition utilizes a two-phase competitive process. In Phase I, the government evaluates written proposals based on mission effectiveness, production and management, and price, with non-price factors being significantly more important. Up to four awardees will each receive an initial delivery order to construct one demonstrator boat and trailer. Phase II consists of a 90-day in-water demonstration to evaluate performance, with the final best-value tradeoff resulting in the selection of a single IDIQ contractor for all subsequent production orders. Phase I proposals are due by 1400 Eastern Time on November 20, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.
