RECOVERY - This notice is to publicize the increase in Option 2 (CLIN 0003)on Contract SB1341-09-CN-0099 (Acceleration of Smart Grid Interoperability Standards and Harmonization) with the EnerNex Corporation. In accordance with the requirements of FAR Subpart 5.705, publicizing post award, the required services for this option period are for the contractor to provide services to accelerate Smart Grid (SG) interoperability standards and harmonization under Title XIII, Section 1305 of the Energy Independence and Security Act (EISA) of 2007. The National Institute of Standards and Technology (NIST) under the Department of Commerce (DOC) has primary responsibility to coordinate development of a framework that includes protocols and model standards for information management to achieve interoperability of SG devices and systems. The American Recovery and Reinvestment Act (ARRA) provided funding through the Department of Energy to implement Section 1301 of EISA. NIST intends to use a portion of these funds to accelerate the development of the interoperability framework and model standards. The project has grown larger than anticipated as the original estimates were based on a Smart Grid Interoperability Panel with a membership of 300; as of July 15, 2010, there are over 1600 members This modification M009 to Contract SB1341-09-CN-0099 with EnerNex Corporation represents a portion of that effort. This is a time and materials contract and was awarded through full and open competition.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
