This contract involves providing oversight assistance to the U.S. Environmental Protection Agency's Office of Inspector General (EPA OIG) related to the American Recovery and Reinvestment Act (ARRA). Its primary focus is auditing Cooperative Agreement No. 2A-00E85701 awarded to the Greater Lansing Area Clean Cities (GLACC) nonprofit organization. The audit is designed to assess whether GLACC adhered to federal regulations and ARRA-specific requirements, including Buy American provisions, wage rate standards, and reporting obligations. Additionally, the contract aims to determine if GLACC’s costs under the agreement were allowable, objectives met, and to identify any funds that must be returned to the EPA. The project funded by this agreement supported retrofitting and replacing public school buses with emission-reducing equipment, with a federal contribution of over $1 million covering 64% of approved costs. The contract work is grounded in government auditing standards issued by the U.S. Government Accountability Office and requires all personnel to certify no conflicts of interest. Funded under the Diesel Emissions Reduction Act Program’s portion of ARRA allocations, this contract was awarded to Ollie Green based on best value, offering the lowest-priced technically acceptable proposal for $48,556. The ARRA itself was enacted to stimulate economic recovery, preserve jobs, and invest in environmental infrastructure, providing EPA with significant funding across multiple environmental programs. This contract ensures accountability and compliance for ARRA funds disbursed through GLACC’s initiative in mid-Michigan.
