RECOVERY - Dockside Major Repair Period (MRP) for NOAA Ship OREGON II THIS ACQUISITION WILL BE FUNDED WITH AMERICAN RECOVERY & REINVESTMENT ACT (ARRA) FUNDS; AS SUCH THE AWARDEE WILL BE REQUIRED TO SUBMIT TO SPECIAL REPORTING IN ACCORDANCE WITH FAR CLAUSE 52.204-11. The National Oceanic and Atmospheric Administration (NOAA). Office of Marine and Aviation Operations (OMAO), has a requirement for a Dockside MRP for NOAA Ship OREGON II. The OREGON II is 170 feet long, and her home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements, Habitability Upgrades, Steel and Aluminum Repairs, Piping Repairs, Mechanical Repairs, Main Engine Major Overhaul, Ship Service Diesel Generator (SSDG) Major Overhaul/Upgrade, Propulsion Control System Upgrade OPTION ITEMS: Anchor Striker Plate Installation, Air conditioning and Refer Systems Renewal, Rescue Boat Davit Renewal (with Miranda type davit). Growth (estimated material and labor hours) will also be included in the solicitation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 154 calendar days, with a start date on or about November 25, 2009. The ship inspection period is October 1 through October 7, 2009 at the Gulf Marine Support Facility, 151 Watts Av Pascagoula, MS. Arrangements to attend the ship check shall be coordinated with the Port Engineer, George Morris, at +1 (555) 000-0000. This procurement is being issued on an unrestricted basis; large businesses will be required to submit a subcontracting plan. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about September 11, 2009 with proposals due on or about October 21, 2009. The anticipated award date is November 13, 2009. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best overall value based on price and non-price factors (technical and past performance) with non-price factors being significantly more important than price.
