Pacifico Affordable Housing Development
Solicitation # 20261028031
The City of Davis is soliciting proposals for the Pacifico Affordable Housing Development to develop a 1.53-acre site located in Davis, California. The project scope involves the lease or purchase of the site and the implementation of one of three conceptual designs: rehabilitation using existing floorplans, rehabilitation using existing building envelopes, or complete demolition and new construction. The selected developer must manage the property and ensure it remains an affordable housing site, replacing existing affordable beds in compliance with the Pacifico covenant for very low- or low-income levels. The site is zoned R-3-M for Residential Garden Apartments, with a General Plan designation of Medium High Density Residential permitting 14.00 to 24.99 units per gross acre. Proposals will be evaluated based on the City's sole discretion to determine the most advantageous offer, noting that the lowest cost submission will not necessarily be accepted. Applicants must meet strict minimum qualifications, including specific project experience for the developer, owner, property manager, and resident services provider, with requirements for projects of at least 30 units and specific experience in Northern California. Developers are expected to secure their own financing through state, federal, regional, and private sources, such as LIHTC and AHSC, as the City does not plan to subsidize the property. Submissions must be delivered in two hard copies and on a USB flash drive to the Davis City Manager's Office by 3:30 p.m. on January 15, 2026. The technical proposal must include a signed cover letter, a detailed project vision, and a financing narrative. All proposers must comply with California Labor Code Sections 1720 et seq. regarding prevailing wages and certify that they take no exceptions to the terms of the RFP. The City Council is expected to authorize the execution of a contract in February 2027.

University Station Residential ProjectThe University Station Residential Project is a development initiative by the City of Santa Clara and Bixby Land Company to transform a site in Santa Clara, California, by demolishing four office buildings and two parking garages. The project will replace these structures with a new five-story building containing up to 297 multi-family residential units and 111 three-story townhouse units distributed across 26 buildings. A key component of the project involves the annexation of a 0.94-acre parcel from the City of San José to the City of Santa Clara, along with corresponding rezoning to Regional Mixed Use and the approval of a Vesting Tentative Subdivision Map for condominium purposes. The project is subject to extensive environmental oversight under the California Environmental Quality Act, with a Final Environmental Impact Report certified in August 2026. Key regulatory requirements include the implementation of mitigation measures for biological and cultural resources, such as protecting nesting birds and conducting archaeological monitoring with Native American monitors. The project must also adhere to strict standards for floodplain management, stormwater runoff, ADA compliance, and transportation demand management. While the project is listed as a forecast with a posted date of September 25, 2026, it is managed as a land-use and planning effort rather than a federal procurement contract, and as such, it does not contain FAR clauses or federal pricing structures.

RECOVERY - THIS ACQUISITION WILL BE FUNDED WITH AMERICAN RECOVERY & REINVESTMENT ACT (ARRA) FUNDS; AS SUCH THE AWARDEE WILL BE REQUIRED TO SUBMIT TO SPECIAL REPORTING IN ACCORDANCE WITH FAR CLAUSE 52.204-11. The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Alaska Region (AR) is soliciting interest in construction/renovation of the NWS Nome family housing units in Nome, Alaska. Currently, NWS families occupy two 4-plex units. Each 4-plex contains four 3-bedroom dwellings at approximately 1,000 square feet per dwelling. Each 4-plex has an 8" thick reinforced concrete firewall separating each 4-plex into two 2-dwelling units. The existing 4-plexes were constructed in the 1960's, require excessive maintenance, are not properly insulated and do not meet NOAA housing standards. This Nome Family Housing project will convert these two 4-plex units into five dwelling units and five garages on the existing foundations. The dwelling units may be a combination of 2-bedroom and 3-bedroom compatible with NOAA and Alaska Region Housing standards. One of the 4-plexes has a full basement while the other 4-plex has a crawl space under most of the unit with a small basement area which contains a hydronic heat unit and water heaters for both 4-plexes. Structurally, the two 4-plexes are sound but require increased insulation, new roof, increased dwelling sizes relative to standards for 2-bedroom and 3-bedroom dwellings, a second bathroom in 3-bedroom units and garages all on the existing foundations. It will be necessary to phase this work to accommodate parties currently residing in the structures to be renovated. This action will be a 100% small business set-aside as a Design-Build construction/renovation project. The Request for Proposal (RFP) is planned to be released in early January 2010 with proposals due within 45 days (mid February 2010) and contract award by March 30, 2010. Each proposal will be evaluated for the best value concept proposed based on the following criteria provided in descending order of importance: Proposed Design, Past Performance, Corporate Experience, Schedule, and Management Approach. It is determined that price will be considered approximately equal in value to all of the technical factors combined. The total amount available for this project is $2,500,000. The successful bidder will coordinate with the NOAA project team to complete the design, including design reviews at 65%, 95% and final. Construction/renovation should begin in summer of 2010 and be completed no later than the summer of 2011. For contractual questions please contact Jane Cerda at contact@example.gov, and for technical questions please contact John Battle at contact@example.gov.
