Contract No. R10PD20R10 is an award granted to the Research Triangle Institute for an economic study regarding the Klamath Hydroelectric Project dam removal. Funded through the American Recovery and Reinvestment Act of 2009, the project focuses on estimating non-use values, which are environmental values attributed to the general public regardless of whether they consume local fish or visit the Klamath Basin. This specific opportunity was restricted to contractors under GSA Schedule SIN No. 899-1 for Environmental Planning Services and Documentation. The primary objective of the contract is to design and implement a stated preference valuation survey of the U.S. public to measure incremental environmental improvements of dam removal compared to volitional fish passage. The resulting data analysis will provide aggregate non-use values to be integrated into a broader benefit-cost analysis. Because this is an ARRA-funded project, the awardee is required to provide public reports on the use of funds in accordance with Section 1512(c) of the Recovery Act.

Contract No. R10PD20R10Solicitation No. R10PS20R10TAS::14 0681 000 ::TASProject No. 17.000 RECOVERY - This procurement is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). This notice is provided for informational purposes only. This opportunity is available only to contractors under GSA Schedule, SIN No. 899-1 - Environmental Planning Services and Documentation. Reclamation has a need for an economic study focused on obtaining information regarding non-use values involving Klamath Hydroelectric Project dam removal. Non-use value is the value attached to environmental changes associated with dam removal by members of the public who do not consume Klamath fish or visit the Klamath Basin. Non-use values, by definition, cannot be inferred from observed behavior but must be estimated using stated preference methods. The principal components of this project are to design and implement a non-use valuation survey of the U.S. public that addresses the incremental environmental improvements of dam removal relative to volitional fish passage, and to analyze the survey data in a manner that contributes to the broader economic analysis. An important aspect of survey development is providing a plausible and understandable valuation scenario. The data analysis will yield aggregate non-use values that will be incorporated into the benefit-cost analysis. Please be advised that the Awardee will be subject to Section 1512(c) of the Recovery Act, which requires that each contractor report on its Recovery Act funds under the awarded contract. These reports will be made available to the public.
