The U.S. Embassy Kolonia, under the Department of State, is soliciting quotes for the Rectification of Communication Infrastructure under solicitation number 19FM2026Q0007, with a NAICS code of 237130. This procurement is not a small business set-aside and will be awarded on a lowest priced, acceptable, responsible offeror basis without discussions, unless necessary. The work involves professional construction services to repair and upgrade communication infrastructure, requiring the contractor to supply all personnel, equipment, materials, and manage project execution in accordance with detailed technical specifications, including compliance with ASTM standards for galvanized steel, pipes, and hardware. Performance must adhere to a strict schedule that minimizes disruption, with deliverables such as a construction bar chart, personnel biographies, insurance documentation, and monthly payment requests due at specified intervals. The contract mandates submission of SF-18, pricing data, Section L representations and certifications, additional Section J requirements, and proof of current SAM registration prior to submission, with failure to register rendering the offer non-responsible. All submissions must be in English, in Microsoft Word, Excel, or PDF format, not exceeding 30MB, sent electronically to MRSSPROCUREMENT@STATE.GOV, and must include compliance with NDAA Section 889 regarding covered telecommunications equipment. The quotation deadline was amended from June 8, 2026, to June 11, 2026, at 4:00 PM Kolonia time, with proposals received after this time ineligible. The Government reserves the right to reject unreasonably low or high bids and will evaluate acceptability and responsibility as pass/fail gates before award. Contract administration includes a Contracting Officer’s Representative from the Kolonia Facility Maintenance team, monthly invoicing with a 30-day payment term, and requirements for Value Added Tax to appear separately on invoices. The contractor must provide performance and payment bonds in full amounts until final acceptance, with the performance bond reduced to 10% for one year post-acceptance. Insurance obligations include general liability coverage naming the U.S. Department of State as an additional insured, and proof of local insurance payments for all personnel. The contractor must comply with stringent safety protocols from OSHA and the U.S. Army Corps of Engineers EM 385-1-1 manual, conduct daily safety briefings, enforce a zero-tolerance policy for impaired personnel, and ensure all workers remove personal jewelry during work.
