AI Contract Overview
This is a single-award, firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by the USGS Office of Acquisition Grants for the construction and modernization of radio communications site infrastructure. The contract supports the Northern California Seismic Network and the ShakeAlert earthquake early warning system, with work performed at remote sites throughout northern and central California. The scope includes the maintenance, repair, and upgrade of HVAC systems, generators, solar power systems, backup battery arrays, and tower infrastructure, all of which must comply with Motorola R-56 and other industry standards. The contract has a five-year ordering period estimated from November 1, 2026, through October 31, 2031, with a minimum guaranteed value of 100,000 dollars and a maximum ceiling of 2,500,000 dollars. The procurement is set aside for small businesses under NAICS code 237130. Award selection is based on a trade-off evaluation where non-price factors, such as technical capability, management plans, and past performance, are significantly more important than price. The contract requires the use of labor-based pricing for task orders and mandates compliance with the Service Contract Act and the Construction Wage Requirements Statute. Initial work will begin with Task Orders 1 and 2, specifically the Palo Escrito and Geyser Peak Microwave Radio Relay Sites. Prospective contractors must be active in the System for Award Management and provide proof of California professional licensing and tower safety certification to be eligible for award.

Services performed will be ordered as specified in each task order with pricing as specified in the contract. The Government shall place the first order totaling the minimum of $100,000.00 over the full term of the contract, concurrent with the issuance of the Basic Contract. The initial task order under this contract will fulfill the minimum quantity requirement and will be awarded concurrently with the award of this contract. Under terms of this contract, the Government shall place orders totaling a minimum of $100,000.00 over the ordering period of the Contract.
The five-year ordering period (currently estimated as 11/01/2026 through 10/31/2031) may be adjusted based on the actual award date of the contract to permit an ensuing five-year ordering period.
