Recycling Program Sponsorship Planning & Management Services (Re-solicitation)

The City of Cincinnati, through the Office of Environment and Sustainability, is seeking a qualified firm to provide turnkey Recycling Program Sponsorship Planning and Management Services. The selected contractor will be responsible for developing, marketing, securing, and managing sponsorship opportunities for the city's residential recycling infrastructure, including approximately 100,000 recycling carts, 400 public corner cans, 20 drop-off locations, and two vehicles. The primary objective is to generate recurring revenue and foster community partnerships in alignment with the Green Cincinnati Plan and the Greater Cincinnati Comprehensive Climate Action Plan. The scope of work encompasses sponsorship sales, tier structure development, creative design, asset installation, and ongoing maintenance. The contract is anticipated to have an initial term of three years with two optional one-year renewals. Proposals must be submitted electronically via the Bonfire portal by October 9, 2026, and must adhere to a 35-page limit. Evaluation is based on the most advantageous proposal, with strict exclusionary criteria for late submissions or missing required documentation. Key requirements include a minimum self-performance rate of 60 percent, adherence to living wage standards, and meeting specific subcontracting inclusion goals of 3 percent for MBE and 4 percent for WBE firms. Contractors must also maintain comprehensive insurance coverage, including general liability of 1 million dollars per occurrence and 2 million dollars aggregate, and comply with Equal Employment Opportunity policies.
