The Pennsylvania Department of General Services, on behalf of the Commonwealth of Pennsylvania, has issued Request for Information Solicitation 95199 to assess market interest in the redevelopment or reuse of the White Haven Center. Located at 827 Oley Valley Road in Luzerne County, the property spans approximately 182.72 acres and includes 23 buildings totaling roughly 525,000 square feet. Currently zoned for Special Purpose Institutional Use and vacant for two years, the site is strategically positioned along the Interstate 80 corridor. The Commonwealth aims to identify qualified development teams capable of implementing a high-quality, financially sound master plan that maximizes economic value and provides community benefits such as job creation, tax revenue, and housing. This RFI is for market research and planning purposes only and is not a formal solicitation, meaning it will not result in a contract award or property sale. Potential uses under consideration include light industrial, renewable energy, conservation, housing, active recreation, educational facilities, and healthcare services, though human detention centers are strictly prohibited. Interested parties must submit a PDF response of no more than 10 pages by November 2, 2026, detailing their organizational overview, development concept, preferred transaction structure, financial capacity, and a non-binding value indication. While the estimated fair market value as of October 2025 is 12.8 million dollars, any future formal disposition will be conducted through a separate Request for Proposal process.
