Refuse Collection

The Citadel is soliciting bids under IFB 27005-LB for a comprehensive refuse collection and disposal program serving its campus and residential housing. The contract is structured for an initial one-year base period with five and a half additional one-year renewals, totaling a potential duration of six and a half years. The estimated period of performance runs from February 1, 2027, through June 30, 2033. Award will be granted to a single offeror based on the lowest responsible and responsive bidder, with unit prices governing the evaluation. The scope of work includes weekly residential refuse collection every Monday between 0730 and 1130, as well as campus-wide collection for front-end loaders, open-top containers, and specialized 20 cubic yard containers. The contractor must provide approximately 50 new 96-gallon wheeled containers for residents and utilize Low Boy cabs with a vertical clearance of less than 9 feet 2 inches for barracks access. All disposal must comply with South Carolina Department of Health and Environmental Control regulations and state laws. Key deliverables include monthly recaps of on-call dumps provided within five business days of month-end and a preference for monthly scheduled inspection and cleaning of all units. Bids are due by October 14, 2026, and must include an electronic copy on a USB drive.
