Refuse Collection Vehicles and Supporting Equipment

1GPA, a nonprofit national cooperative serving public agencies and nonprofits, is soliciting qualified vendors to establish indefinite-delivery/indefinite-quantity contracts for refuse collection vehicles and supporting equipment under solicitation number 27-06T, with the City of Tempe serving as the lead agency. The contract aims to provide participating members—including schools, government entities, and Native American communities—with access to competitively priced, high-quality refuse collection vehicles and related equipment through a transparent, legally compliant procurement process. Vendors must supply new, current-production, commercial-grade vehicles and components that meet rigorous technical, safety, and environmental standards, including compliance with ANSI, CARB, DOT, EPA, FMVSS, and NFPA regulations, as well as Arizona’s climate action laws governing greenhouse gas emissions and energy efficiency. All equipment must be fully assembled, tested, and ready for service upon delivery, with no used, refurbished, or outdated products permitted. Proposals are evaluated on a 1,000-point scale across six key factors: cost (250 points), technical compliance and equipment solution (225 points), experience and qualifications (200 points), delivery and service support (200 points), cooperative program value and marketing (75 points), and responsiveness (50 points). The award will be made using a trade-off methodology, not on a lowest-price, technically acceptable basis, allowing for higher-priced offers to be selected based on superior technical capability, sustainability features, warranty support, parts availability, and added value such as electric or alternative fuel vehicle options and nationwide contract administration. Delivery is F.O.B. destination, with all costs including freight and unloading borne by the vendor, timed to member-issued orders on an as-needed basis, with liquidated damages of $100 per day for late or inoperable deliveries. Vendors must provide fully itemized pricing through a Market Basket Pricing Schedule, invoice members directly using the 1GPA contract number and member purchase order, and comply with strict prohibitions on forced labor, boycotts of Israel, and firearms on member property. The contract requires full transparency in cost breakdowns, adherence to non-collusion and debarment certifications, and prompt response to product recalls and safety alerts, with no requirement for UEI, CAGE codes, or socioeconomic certifications. All submissions must be made electronically via the OpenGov portal by the deadline of August 18, 2026.
