The Region 1 Planning Council is seeking qualified and responsible respondents to update the Regional Freight Rail Site Feasibility Study, a project driven by the region's emphasis on efficient freight movement as outlined in the 2050 Metropolitan Transportation Plan. This plan highlights the importance of freight-dependent industries, which employ over 40 percent of the population and contribute more than half of the region's gross domestic product. The study aims to reassess the viability of establishing a rail-served industrial park in Southern Winnebago County, focusing on access to key transportation infrastructure such as the Chicago Rockford International Airport, major highway interchanges, and a proposed intermodal facility in Rochelle. Funding for this initiative is supported by Illinois Department of Transportation’s State Planning and Research funds, following initial work that identified the need for a comprehensive update to the 2008 Freight Study. The solicitation was posted on February 8, 2022, with a response deadline of March 11, 2022. The project falls under NAICS code 441110 and is managed by the Illinois-based Region 1 Planning Council. Interested parties can find additional details and submit responses through the DemandStar platform. Full Description

Region 1 Planning Council (RPC) (also referred to as “Agency,”) requests a response from all qualified and responsible Respondents for a Regional Freight Rail Site Feasibility Study Update. The recently adopted 2050 Metropolitan Transportation Plan (MTP) places a large emphasis on the efficient movement of goods and services to, from, and within the region, as over 40 percent of the region’s population is employed in freight-dependent industries and 54 percent of the region’s gross domestic product is derived from freight-dependent industries. A direct result of the 2050 MTP’s focus on freight resulted in the RPC receiving Illinois Department of Transportation’s State Planning and Research funds to conduct a comprehensiveupdate to the 2008 Freight Study. Initial work on this study, has highlighted a need to re-examine the feasibility of a rail-served industrial park in Southern Winnebago County with efficient access to major transportation networks and facilities, such as the Chicago Rockford International Airport, the interchanges of Interstate 90/Baxter Road and US-20/IL-2, and the proposed rail-to-truck intermodal facility in Rochelle.
