Vacant Building & Emergency Securing

The City of Hartford is seeking experienced, State of Connecticut registered carpenters to provide 24-hour on-call carpentry services for boarding and securing vacant and damaged buildings as directed by the Division of Licenses and Inspections. This is an as-needed contract with quantities estimated based on historical usage. The City utilizes a trade-off award process that considers responsiveness, qualifications, and price, with a specific preference for City-based Small Contractors and certified Minority- or Women-Owned Business Enterprises, who may receive up to a 15 percent bid price preference. Contractors must adhere to strict compliance and insurance standards, including maintaining Commercial General Liability, Workers Compensation, and Automobile Liability insurance, with the City named as an additional insured. Mandatory requirements include submission of a W-9, a Wage Certification Form ensuring prevailing wage compliance, and an affidavit of good standing.
