AI Contract Overview
This contract pertains to the procurement of an electromagnetic relay identified by NSN 5945-00-686-6877, with a quantity of 124 units to be delivered within 62 days under the solicitation SPE7M1-26-U-4551. The item must comply with stringent technical specifications, including MIL-PRF-6106R(1) Supplement 1A and MS24166M, and is classified as a critical application item requiring qualified product listing (QPL) status, meaning the manufacturer must be QPL-approved at the time of award. The relay is subject to strict mercury restrictions under DLA requirements, prohibiting intentional incorporation of mercury or mercury-containing compounds except in explicitly exempted applications such as certain batteries, lamps, sensors, weapon systems, or reagents authorized by NAVSEA; portable mercury-containing devices must include shockproof construction and a second containment boundary per NAVSEA 5100-003D. Packaging and marking must adhere to MIL-STD-2073-1E and MIL-STD-129, with special requirements for lead finish labeling per IPC/JEDEC J-STD-609, including placement and identification of Pb-free or other component attributes. Delivery is FOB origin with no variance allowed in quantity, and inspection and acceptance occur at destination. The contract mandates full and open competition, and all packaging and labeling must align with DLA’s master requirements incorporated by reference, including adherence to RP001 for procurement packaging standards.
