Artifact Relocation ServicesThe Naval History and Heritage Command is seeking qualified small businesses to perform Artifact Relocation Services under a Firm Fixed Price contract issued by NAVSUP Fleet Logistics Center Norfolk, with the solicitation number N0018926QL235. The work involves relocating large museum artifacts—including a Regulus Guided Missile, MK108 Rocket Launcher, Steam Cutter, Gun Director MK 43 Mod 11, and River Patrol Boat Mark II—from an outdoor pad to an indoor warehouse at the Defense Supply Center Richmond in Virginia, covering approximately 250 yards. Contractors must fabricate new custom transport fixtures, specifically skids and cradles, using only pest-free, ISPM-15 certified heat-treated wood or coated metals, and must employ archival-safe, closed-cell polyethylene foam or vapor barriers on all surfaces contacting artifacts, with strict prohibition of off-gassing materials such as polyurethane. A comprehensive move plan must be submitted for formal written approval prior to any operations, and all movements are subject to approval by NHHC and will not occur during inclement weather. The contract period runs from July 31, 2026, to December 1, 2026, with work required to commence within thirty days of award. The acquisition is a full small business set-aside under NAICS code 484210, and offers are due by July 15, 2026. Evaluation follows a two-phase process: a pass/fail technical gate based on meeting minimum specifications, followed by award to the lowest-priced acceptable offer, though the government reserves the right to conduct a price and past performance trade-off if best value is not clearly represented by the lowest bid. Contractors must be registered in SAM.gov, maintain active registration through performance and payment, and comply with a wide array of federal contract clauses including those on service labor standards, cyber security (NIST SP 800-171), antiterrorism awareness, whistleblower rights, and prohibitions on inverted domestic corporations and foreign-made unmanned aircraft systems. Payment must be processed via the Wide Area WorkFlow system, with required documentation tailored to fixed-price service delivery. Contractors are also required to comply with representations in SAM regarding foreign ownership, export controls, defense telecommunications equipment, and tax exemptions. All proposals must be signed and include completed blocks 12, 17, 23, 24, and 30 of the solicitation form.

Office Moving ServicesThe Social Security Administration through its Lease Management Office is conducting market research via a Request for Information to inform the future development of a Blanket Purchase Agreement for nationwide office relocation and reconfiguration services. This RFI is purely for planning and acquisition strategy purposes and does not constitute a solicitation or call for proposals; no payments will be made for responses, and submitted proposals will not be evaluated or considered for award. The agency seeks to understand industry practices for large-scale intra-building relocations involving between 1,000 and 3,000 pieces of furniture and equipment, including pre-move planning, physical relocation, disposal of surplus items, furniture reassembly, and secure handling of Controlled Unclassified Information and Personally Identifiable Information with agency escort. The requirement falls under GSA category 541614OR and targets recurring needs across federal facilities nationwide. Vendors are asked to provide detailed information on invoicing structures, including standard line items, non-fixed-price components, and potential ancillary charges not included in proposals. They are also requested to describe the preparatory data needed to generate accurate estimates, the impact of move scenario detail on proposal accuracy, and recommendations for structuring mock move scenarios to enable fair, “apples to apples” comparisons. A sample proposal or cost estimate for a comparable move is required, along with suggestions for improving solicitation clarity and evaluation efficiency. All proprietary information must be clearly marked and will be maintained confidentially. Responses are due by July 16, 2026, and while submissions will be used solely for market research, they may directly influence the format and requirements of a future formal solicitation. No debriefs will be provided, and no reimbursement will be offered for response preparation costs.
