The United States Environmental Protection Agency Region 3 (EPA) will issue a Request for Proposals (RFP) for Remediation Services at a 95 acre site in the Mechanics Valley Trade Center in North East, MD. The site was previously used to assemble various munitions products. Work that will be required under the subsequent contract includes: identifying and clearing munitions and explosives of concern (MEC) at depth from various disposal areas at the site; clearing land; reducing the physical hazards posed by MEC; constructing erosion and sediment (E&S) control structures, soil stockpile and MEC screening areas, and other temporary structures; excavating contaminated solids posing unacceptable risks to human health or the environment; disposing of soils either off-site, rendering these soils non-hazardous, or using them as subsurface backfill material within previously excavated areas; verifying that contaminated soils no longer remain a threat to people or ecological receptors; dismantling all temporary structures and restoring the disturbed areas at the site, and placing institutional controls at the site to protect human health and the environment in the future. The estimated magnitude of this project is between $1,000,000 and $5,000,000. This is a total small business set-aside under NAICS 562910 with a size standard of 500 employees. The period of performance of the subsequent contract is 158 days after notice to proceed. The RFP, numbered as SOL-R3-10-00002, will be posted to the FedBizOpps website, www.fbo.gov, on or about July 19, 2010. The RFP and all attachments, including the specifications and wage determination, will be available on the FedBizOpps website free of charge. Interested parties must go to the website to download the RFP and attachments. No hard copies of the RFP or the attachments will be mailed or issued directly from the EPA contracting office. The EPA contracting office will not maintain a bidders list for the distribution of the RFP, attachments, or amendments (if any are issued). Interested parties should monitor the FedBizOpps website for any changes to this announcement or the subsequent RFP. All responsible small business sources may submit a proposal which shall be considered by the agency.

NOTICE OF INTENT TO SOLE SOURCE TO APEX INSTRUCTMENTS
Solicitation # NOTICE_OF_INTENT_TO_SOLE_SOURCE_TO_APEX_INSTRUCTMENTS
The Environmental Protection Agency Region III intends to award a sole-source, firm-fixed-price commercial contract to Apex Instruments, Inc. for the maintenance and renewal of an operational fleet of twenty-five APEX Air Pro ambient air monitoring units. The procurement, estimated at 41,000 dollars, includes one-year renewals for twenty-five data starter package subscriptions and one central administrative account, as well as eleven Nitrogen Dioxide and eight Volatile Organic Compounds replacement cartridges. This action is conducted under the authority of RFO Part 13, as Apex Instruments, Inc. is the exclusive North American distribution rights holder and certified warranty service provider for this proprietary hardware and software. The requirement is brand-specific to ensure compatibility with existing proprietary data ingestion and cloud mapping pipelines and to utilize patented hot-swappable Smart Gas Cartridge technology. Selecting an alternative platform would result in operational disruption and the obsolescence of current government inventory. While this is not a request for competitive proposals, responsible sources may submit capability statements, proposals, or quotations to Erin Workman by 4:00 pm EST on November 3, 2026, for the government to determine if competitive procurement is warranted. The contract falls under NAICS code 334513 and PSC code 6630.

Environmental Sampling and Field Data CollectionThe contract involves the collection of soil, water, air, and sediment samples at emergency and Superfund sites for the purpose of contamination analysis, requiring specialized field operations and adherence to strict environmental protocols. The work is performed under a subcontract arrangement, with the Environmental Protection Agency’s Region 3 Contracting Office as the overseeing agency, and is classified under NAICS code 213112, which pertains to oil and gas well drilling services, though this context applies specifically to environmental sampling activities. Sample collection must be conducted across a variety of potentially hazardous locations, demanding trained personnel, appropriate safety equipment, and precise documentation procedures to ensure data integrity for regulatory and remediation purposes. The contract was posted on July 27, 2026, and the place of performance is not designated to a specific location, indicating that work may occur at multiple sites across the region under EPA oversight. There is no set-aside designation specified, meaning the subcontract is open to all eligible entities and not restricted by size or socio-economic category.
