AI Contract Overview
The United States Section of the International Boundary and Water Commission intends to award a sole source contract to SonTek, a Xylem brand, for a specialized remote-controlled hydrographic survey vessel engineered exclusively for integration with the SonTek RS5 Acoustic Doppler Current Profiler and RSQ data acquisition software. This procurement is justified under FAR 13.501(a)(1)(ii) as a commercial item sole source acquisition due to the proprietary nature of SonTek’s technology, including factory-integrated mounting hardware, native firmware compatibility, SmartPulse+ processing, vertical beam corrections, and purpose-built telemetry modules that ensure seamless interoperability with existing IBWC hydrologic data workflows. No other vendor can meet the minimum technical requirements for system compatibility, data continuity, and operational cohesion without adapters, third-party integration, or data conversion. The anticipated contract value is $28,382.00, and the procurement is classified as an 8(a) Sole Source with NAICS code 423490, with performance taking place in El Paso, Texas. The solicitation number is FY263012002, and any interested party seeking to demonstrate alternative capability must submit a detailed capability statement by June 26, 2026, proving full, native, and proprietary interoperability with SonTek’s RS5 and RSQ systems without modifications or external interfaces. The Government will not reimburse any costs incurred in responding, and the decision not to open competition remains entirely at its discretion. Point of contact for inquiries is Danilo Martinez, with secondary support from Seone Michael Jones.
