NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT AND IS NOT A REQUEST FO COMPETITIVE QUOTES.

The United States Section of the International Boundary and Water Commission (USIBWC), Water Accounting Division, intends to award a sole source contract to SonTek, a Xylem brand, for the procurement of a SonTek manufactured remote control hydrographic survey vessel designed specifically for integration with the SonTek RS5 Acoustic Doppler Current Profiler (ADCP) and the SonTek RSQ data acquisition software.

This acquisition will be conducted under the authority of FAR 13.501(a)(1)(ii), Sole Source Acquisitions of Commercial Items, and is not a request for competitive quotations. The Government’s requirement includes proprietary SonTek capabilities such as factory engineered RS5 mounting hardware, native RSQ/RS5 firmware integration, SmartPulse+ processing, SonTek vertical beam corrections, and telemetry modules designed specifically for RS5 data collection. No other vendor is able to provide a system meeting the Government’s minimum technical requirements for interoperability, mission continuity, and compatibility with existing IBWC hydrologic data workflows.

The anticipated award value is $28,382.00.

Any interested party who believes they can meet this requirement must submit a capability statement demonstrating that their product offers full, native, and proprietary interoperability with SonTek RS5 and RSQ systems, without adapters, third party integration, or cross platform data conversion.

Capability statements must be received by the date and time listed in this notice and must clearly demonstrate the ability to satisfy all essential requirements.

The Government will not be responsible for any costs incurred by responding parties.

A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.

FY26 FR0 DFS/PHL - Phenomenex LRN-C Testing SuppliesThe contract forecast pertains to the procurement of testing supplies required for LRN-C operations under the Forensic Sciences Division of the District of Columbia, scheduled for fiscal year 2026. It is specifically designated for Phenomenex-branded materials used in forensic laboratory testing, though exact product specifications, quantities, or delivery timelines are not yet defined. The forecast was posted on July 23, 2026, and serves as a preliminary notice to potential vendors, indicating an upcoming solicitation without an issued solicitation number or set-aside classification. There is no designated point of contact or specific place of performance listed, and the North American Industry Classification System code and organization type are also unspecified, suggesting the details will be finalized in a future formal request. This forecast is intended to provide industry visibility into the District of Columbia’s anticipated procurement needs for forensic testing consumables, allowing vendors to prepare for the upcoming competitive process. The absence of detailed information such as delivery location, contract duration, or evaluation criteria implies that full requirements will be outlined in a subsequent solicitation. Interested suppliers are advised to monitor official channels for future updates, as this forecast is not an invitation to bid but rather an early indicator of forthcoming procurement activity under the Forensic Sciences (DFS) organization.

GIS SW Renewal ESRIThe United States International Boundary and Water Commission’s IT Department plans to award a sole source contract to Environmental Systems Research Institute, Inc. (ESRI) for the annual renewal of its GIS software support services, specifically focused on Web Portals, under Simplified Acquisition Procedures as outlined in FAR Part 13 and commercial item procedures under FAR Part 12. The requirement is classified under NAICS code 519290 with a product service code of 7A21, and no small business set aside is being applied; the SBA size standard for this sector is 1,000 employees. The justification for sole sourcing stems from the necessity to maintain continuity and compatibility with existing ESRI-based GIS systems, where no alternative provider can meet the operational requirements without significant disruption or cost. This notice serves only as an informational announcement and is not a solicitation; no formal bid documents are available, and unsolicited offers or telephone inquiries will not be accepted. Interested parties may submit a capability statement and letter of interest by 3:00 PM MST on August 6, 2026, to the designated point of contact, but must provide compelling evidence demonstrating that competition would be advantageous to the government. All communication must be sent in writing via email to angelica.baca@ibwc.gov with the specified subject line, and responses must ensure timely and complete delivery—failure to do so will result in disqualification. The government retains full discretion to proceed with the sole source award regardless of external input.
