Valley Metro manages the Mesa Bus Operations and Maintenance facility, servicing a fleet of 93 compressed natural gas (CNG) buses and consuming over two million therms of natural gas annually via the local utility pipeline. In an effort to reduce greenhouse gas emissions and support sustainability, Valley Metro is seeking to transition from traditional fossil-based CNG to Renewable Natural Gas (RNG), a cleaner fuel sourced from renewable materials such as landfills, agricultural waste, and wastewater treatment plants. This switch offers significant reductions in lifecycle carbon emissions and allows participation in federal renewable fuel tax credit programs under the Renewable Fuel Standard, thereby providing financial incentives through a revenue-sharing model between RNG producers or brokers and Valley Metro. To achieve these goals, Valley Metro is soliciting proposals from qualified brokers to supply RNG for their operations and manage the process of generating, verifying, and monetizing the associated renewable fuel credits. This partnership is intended to help Valley Metro lower emissions, increase renewable energy use, and optimize fuel costs by leveraging federal incentives. The solicitation, titled "Renewable Natural Gas Credits (Revenue)," is managed by the Finance and Procurement office of Arizona and is open for responses until February 10, 2026. Key contacts for the contract include the Deputy Chief Bus Maintenance, Gregg Thompson, and Senior Contracts Administrator, Rick Webb.

Full Description

Valley Metro operates the Mesa Bus Operations and Maintenance (MBOM) facility, which fuels and services a fleet of 93 buses powered by compressed natural gas (CNG). The MBOM facility dispenses over 2,000,000 therms of natural gas annually, supplied through the local utility pipeline. As part of its ongoing commitment to sustainability and reducing greenhouse gas emissions, Valley Metro is exploring opportunities to replace fossil-derived CNG with Renewable Natural Gas (RNG). RNG is pipeline-quality methane derived from renewable sources such as landfills, wastewater treatment plants, agricultural waste, and other biomass resources. When used as a transportation fuel, RNG significantly reduces lifecycle carbon emissions compared to conventional natural gas. Producers and suppliers of RNG can generate federal renewable fuel tax credits under the Renewable Fuel Standard (RFS) program when RNG is used for transportation. As the end user of RNG, Valley Metro may participate in these federal credit programs through a shared-earned credit arrangement, in which a portion of the renewable fuel tax credit revenue generated is shared between the RNG producer or broker and Valley Metro. Valley Metro seeks to partner with a qualified broker to provide RNG for MBOM operations and to manage the generation, verification, and monetization of renewable fuel credits. This partnership will support Valley Metro's goals of lowering operational emissions, promoting renewable energy use, and leveraging available federal incentives to reduce overall fuel costs.
