This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Proposal (RFP). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-62. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation. Any communications regarding this acquisition must be made in writing and forwarded via email to Divya Soni at contact@example.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 and the size standard is 100 employees. NIST has already implemented LAN Desk Management Suite and LAN Desk Security Suite to meet agency requirements to provide managed desktop services including asset management, software deployment and patch management. LAN Desk Management Suite has been in production at NIST for 10 years and is an integral tool for securing and supporting personal computers at NIST. Maintenance for these LAN Desk Management Suite and LAN Desk Security Suite licenses includes continued technical support, upgrade assurance and continued content subscriptions for security and patching. The impact on NIST to discontinue the maintenance on these licenses would be an interruption of service and an increase in security risks. This would hinder the work that is performed here at NIST. The renewal of the maintenance for the existing LAN Desk suites will allow NIST to continue to function without interruption. Section 508 of the Rehabilitation Act of 1973, as amended, does not apply to this acquisition because this is renewal for items that were already purchased previously. ***INSTRUCTIONS TO OFFERORS *** Interested offerors shall provide firm-fixed-pricing for the below: Line Item 0001: LANDesk Management Suite MNt LDMSPMA-M Quantity: 7250 EA Period of Performance: 03/01/2013-02/28/2014 Line Item 0002: LANDesk Security Suite- Subscription- 12 months Quantity: 7250 EA Period of Performance: 03/01/2013-02/28/2014 The offeror shall hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the Offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. ***The due date and time for receipt of quotations is January 14, 2013 no later than 12:00PM EST. ***Offerors shall e-mail their quotation to contact@example.gov so that it is received by the response date/time for this solicitation. It is the responsibility of the offeror to confirm NIST's receipt of its quotation. Each quotation shall include sufficient data to allow the Government to determine the amount, realism and consistency of the quoted fixed price. NIST reserves the right to award a purchase order without discussions, based solely on the submission of the Contractor. EVALUATION FACTORS FOR AWARD: The award will be made to the responsible authorized offeror whose technically acceptable quotation is deemed to represent the lowest price. Offers that meet all of the above requirements will be deemed technically acceptable. APPLICABLE PROVISIONS AND CLAUSES FOR THIS SOLICITATION: The following FAR provisions and clauses apply to this solicitation: FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5, including 52.222-50, 52.233-3, and 52.233-4 in paragraph (a)(1), and the following fill-ins in paragraph (b): 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.225-13; 52.232-33. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
