RENTAL OF VEHICLES

The United States Embassy in Kingston, Jamaica is soliciting quotations for a firm-fixed-price rental contract to provide six vehicles—four SUVs (minimum 5-seater), one minivan (minimum 7-seater), and one pickup truck (5-seater, 4-door)—to support frequent cross-country and mountainous region operations. All vehicles must be at least three years old, equipped with automatic transmission, power windows, functional door and safety locks, fully operational air conditioning, factory-tinted glass, antilocking brakes, AM/FM radio, and preferably Bluetooth connectivity, with fuel types limited to gasoline or diesel. The rental rates must include comprehensive vehicle insurance, unlimited mileage, maintenance management, and repair or replacement services, with no additional charges for fuel, oil, administrative costs, or overhead. The contract is structured as an indefinite-delivery, indefinite-quantity vehicle rental with a minimum order of three vehicles and a total estimated value of $39,000,000 Jamaican dollars, covering a base twelve-month period with a possible six-month extension. All quotations must come from firms currently registered in the System for Award Management and must include a compliance checklist verifying that each proposed vehicle meets or exceeds the specified requirements. The contract incorporates multiple FAR clauses, including those addressing whistleblower rights, SAM maintenance, prohibitions on certain telecommunications and ByteDance applications, child labor, taxes on foreign procurement, labor standards, equal opportunity, and trafficking in persons. Prices are fixed for the contract term, with no adjustments allowed, and VAT is explicitly excluded from invoicing. Proposals must be submitted via email to Kingston.quotes@state.gov no later than July 17, 2026, at 2:00 p.m. local time, accompanied by the completed SF-1449 cover sheet and documentation demonstrating the ability to perform, including the name of an English-speaking project manager. Award will be made to the lowest-priced, technically acceptable, and responsible offeror determined through evaluation of compliance with technical specifications and responsibility criteria under FAR 9.1. Vehicles will be delivered to and inspected at the Embassy’s location at 30 Monroe Road, Kingston 6, Jamaica, under FOB Destination terms, and maintenance records must be maintained per manufacturer guidelines and made available upon request.
