1. Request engineering service to provide RFP package. Complete RFP package and put out for award project FY 27 Q2 (March 2027) 2. 35% RFP SOW/IGE (Design) submittal due date: earlier than 18August 2026 ; 65% design submittal due date: earlier than 12 September 2026 100% Design submittal earlier than 07 October 2026 and Final Design submittal 14 November 2026. Design release to ACQ : 04 January 2027 3. Draft DD1391 need to be submitted earlier than 15 May 2026 ; Final DD1391 with SME and signed by PWO/ARE to be completed 29 November 2026. 4. Request NEPA/CATEX/SHPO and SAR to start earlier than 20 August 2026 and complete not later than 18 November 2026; Project Objectives: This project proposes to replace, remove and dispose existing cast iron pipe(CIP) and Asbestos Cement pipe(ACP) , 6" and 8" diameter waterline, valves, fittings, fire hydrants and related appurtenance. Replace the existing distribution line are summarized as listed below to includes the additional looping system 1. Replace approximately 6, 858 LF of 6-inch waterline with 8-inch butt fussed PVC Pipe. 2. Replace approximately 1, 350 LF of 8-inch CIP waterline with 8-inch butt fussed PVC pipe 3. Replace approximately 310 LF of 6-inch waterline with 12-inch butt fussed PVC pipe 4. Construct approximately 1,335 LF of 8-inch Butt Fussed PVC piping to provide an additional loop in the distribution system. The capacity of the distribution main in the lower Naval Magazine area is inadequate to convey the fire flows required in the area under both current and future conditions.
