Replace HVAC System & Components CAD 593

As of 3/31/2025 IPL NECC has decided they want this requirement to be CNIC funded and they want it done in the first quarter of FY26. Can go CAT III/ IV replace in kind. NECC FY23/24 Discussion on 9/22/2022 - NECC said they would follow up with on the status of this requirement. Possibly not willing to fund. Moved to FY24 for now. Redesign and replace HVAC system in CHEANN-CAD-593. Equipment in the building that the building was not designed for. Project needs reach-back support from ML because of security concerns. Has special access program that we cannot support. David needs to go to Naomi to find out to submit this to ML for their support. NAVELSG engaged DLA to facilitate a one for one replace in kind project. Capt. Bach notified by FMS Trapper Brandenburger in a face to face (4/2023) meeting that CNIC cannot fund in FY23 or 24, that if they want it done this year they would have to fund.
