AI Contract Overview

This contract involves the replacement of underground steam distribution lines with gas-fired boiler heating systems across multiple buildings at Wright-Patterson Air Force Base. The scope includes removing overhead steam lines at specific buildings, replacing steam heating coils within air handling units with hot water heating coils, and installing new heat exchangers, pumps, and digital control systems. The project requires specialized skills due to the nature of High Temperature Hot Water steam distribution and asbestos-containing materials present in insulating components. Timing is critical, as work must be completed within a tight schedule after the steam heating system is shut down to ensure heating availability by fall, with careful coordination needed to minimize impact on base operations. This acquisition is a total small business set-aside under NAICS code 238220, with an estimated contract value between $1 million and $5 million and a 210-day period of performance. Contractors must be registered in the Central Contractor Registration system and capable of bonding for the award amount. The solicitation was to be made available online in late March 2012, with a tentative proposal due date at the end of April 2012. Although funds were not yet available at the time of the notice, the government reserved the right to cancel the solicitation and emphasized that work would need to begin promptly upon award, within 90 days, to align with bona fide needs. The project includes both HVAC and asbestos remediation tasks and is managed under the WPAFB Construction Contracting program.
