The purpose of this amendment is to address technical questions received and extend the due date for quotes as follows: 1. Vendor questions and answers related to Line Item 0003 "Installation" and delivery requirements as follows: 1.1 Question: Will the Contractor be able to use existing equipment cabling (including power) or will the running of additional cabling be required? Answer: The Contractor can reuse existing cables if the Contractor determines the existing condition and sizing is adequate for the intended use. Cable information can be provided if necessary. Note: The Guide Hall addition does not have any equipment installed. 1.2 Question: Is 120v AC 60Hz power available at each monitor location? Answer: AC power is not available. Each remote unit receives its power from the centralized unit: in confinement, the central unit is located at the top floor (C-200) and in the Guide Hall the central unit is located in the south east corner of the structure. 1.3 Question: What is the average distance/cable length between the display units and the centralized data acquisition system? Answer: Distances/Cables length between display units and centralized unit: A. The Guide Hall measures approximately 200 ft long by 100ft wide by 50ft high. The units are mounted about 8ft off the floor just below the cable trays around the perimeter of the Guide Hall B. The Guide Hall addition measures approximately 200 ft long by 60 ft wide by 50 ft high. There are no units located in this area at this time (new installation). C. The confinement building is approximately 90 ft long by 90 ft wide by 90 ft high. There are 3 units on the top floor (east wall, west wall and ceiling), 4 units on the middle level each centered on each wall and 3 units on the lowest level. 1.4 What is the average cable length between the local display unit and the detector? Answer: The detector's are closely located to the units. The cable length from detector to units is approximately 2 ft. 1.5 Question: Can the detector be integral with the local display unit (physically attached to the local display unit)? Answer: As long as the integral unit can meet the minimum required specifications, it would be determined to be acceptable. 1.6 Question: Is 10 CFR Appendix B, 10 CFR 21 applicable? Are there any other standards to be referenced for this specification/workscope other than ANSI N323D 2002 as specified? Answer: No, there are no additional required standards 1.7 Question: Is cable conduit also required for all cables? If so, will it be supplied by NIST, installed by NIST or is it to be included and installed as part of Line Item 0003, "Installation"? Answer: The existing Area Radiation Monitoring system cabling is already located in conduit and cable trays (as appropriate). The new space in the expanded Guide Hall has cable trays and conduits already installed for the new equipment. 1.8 Question: What is the delivery requirement of the Area Radiation Monitoring System from date of award? Answer: The required delivery date for the equipment is no later than 90-120 days after award, installation shall be completed within 30 days following delivery and training shall be completed within 30 days from date of installation. 1.9 Question: Will NIST provide a map of the facility and suggested detector locations now such that cable requirements can be determined and included in the quotations? Answer: Drawings can be provided, if necessary. All ten Area Radiation Monitoring system channels in confinement remain in their current locations. The estimated total cable lengths are approximately 1200 ft. Eleven of the fifteen channels in the existing Guide Hall will remain at their present location; four will be eliminated. The estimated total cable lengths are approximately 2125 ft. Nine new channels are being installed around the perimeter of the expanded Guide Hall (South, West and North wall). The estimated total lengths are approximately 2050 ft. The previous cable length estimates assumes the central data collection point points for the two existing system remain in their current locations and the central data collection for the new system in the expanded Guide Hall is located in the south end corner of the building. 30 of the area monitor units will be installed by contractor. The remaining units will be installed by NIST personnel with a few remaining units for spares (5). 1.10 Question: Is it acceptable to propose multiple detectors being connected to a single meter if each detector has its own alarm settings and the meter treats each detector independently? Answer: Each detector location needs meter reading and alarms to alert personnel in the event that there is a high radiation level sensed by the detectors, therefore, multiple detectors would not be acceptable. 1.11 Question: Are rate meters with alarms required in the control room or is it acceptable to have that functionality just in the control software? Answer: If the centralized data collection point provides the ability to show level for selected channels in the real time or provide trend data, then individual meters are not necessary at this location. 2. The due date for quotes has been extended as follows: From: September 9, 2010 @ 3pm EST To: September 14, 2010 @ 3pm EST

This firm-fixed-price requirement consists of one base shipment of up to 84 fuel sections to be completed by December 31, 2028, and an optional second shipment of up to 84 fuel sections to be completed by December 31, 2030. The contractor is responsible for providing all project management, labor, and specialized equipment, including shipping casks, transfer casks, baskets, and necessary rigging and lifting machinery. All operations must strictly adhere to Nuclear Regulatory Commission, Department of Transportation, and OSHA regulations, with packaging activities monitored by NIST Health Physics representatives to ensure radiation exposure is kept as low as reasonably achievable. Award will be made to the lowest priced, technically acceptable quoter based on a technical evaluation of the proposed approach and price reasonableness. Quotations must be submitted in two volumes, covering technical capability and pricing, by November 23, 2026. The contract incorporates various federal acquisition regulations, including specific security prohibitions and requirements for custom-built lift safety factors.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
